Adding new Combination Regulations

Greetings Members, 

I have a model in which I wanted to use combination factors according to DNV (Det Norske Veritas). So I have created one and I have saved that file in the regulations folder as showin in the attached images. 

When I want to change the current regulations to the one I've created, I couldnt see that in the list. Do I have to change any configuration file or something?!

It should be located in folder:
c:\ProgramData\Autodesk\Structural\Common Data\2015\Rgl\

Is it possible to change some parameters of snow\wind regulations and create a new one from it? I can't find where they are located, particularly for SNiP 2.01.07-85*.
