View Visibility States will not hide Rebar in plan view in Version 2017 and 2019.
Its strange behaviour which has continued after an upgrade / new install of 2019.
All was working fine until I ran into issues with limited disk space that caused Revit 2017 to crash.
Due to some issues with upgrading the original workstation hardware I setup a new WS with i7 64Gb DRAM and 1Tb drive then installed Revit 2019. The sample Revit application displays the same behaviour.
Sections, elevations and 3D views work fine with the View Visibility States control. I can hide the rebar objects using the hide in view command but the Toggle Visibility command does not effect rebar visibility in plan view.
I have tried Rebar copy / past, and a everything else I can think of. The biggest issue I have is the project has a lot of rebar manually placed so its a very big job to start over.
I have checked warnings and there is nothing there that looks related.
The number of warnings is reasonable and most relate to know issues some my CAD some Revit.
I have run audit on the file and I have tried loading previous versions but the result is always the same.
Before I built a new Revit workstation I recovered the old one and upgraded to 2019 this is when I noticed the problem.
Does anyone have any insight into what may be happening here.
I would be really happy If I have somehow managed to change a setting.
If there is any targeted testing I can do I am interested.
I suspect the application is being corrupted by my file and after this it will not control rebar in plan view via the View Visibility States window.

I found the issue while constructing a sample file to demonstrate the problem.
I had set transparency for the retaining walls and footing in a number of places.
When I turned all transparency off the rebar was still showing in plan views.
For another reason in a view template I had set a small transparency in V/C Overrides Model Categories for walls and this was applied to the retaining walls causing this behaviour. It was set through a template and I don't usually make any changes in Model Categories Tab so missed it. Because the view templates are duplicated and customised the same (legacy) setting was applied across all plan views. 3D, sections and other views have their own view templates so the setting was not replicated within that space.
