How Can I Save Revit work templates and families files in past Revit version
and how open templates for revit 2021 in revit 2018 this case i have faced many time when work with different teams because i can not force any team to upgrade for revit last version
@Anonymous you can't. All the Revit users in your project need to use the same Revit version.

Unfortunately you are unable to downgrade any revit files to previous versions. To provide the possibility for your team to work with different versions of Revit all your templates should be made in the oldest version of the program that you use.
For instance if you work in 2018, 2019, 2020 and 2021 Revit, create all templates in 2018. You can also make a Dynamo script or Revit Addin that will automatically upgrade your templates to all necessary versions of Revit.
It's important to discuss which version of Revit can be used prior to project startup or at the BIM start up meeting, if this can't be coordinated prior to starting to model a project, begin with an older version you can upgrade once the team is established.
Generally speaking we are at the behest of architectural model startups, and typically don't get an option or even find out what version until they send their first model. I have all templates / related family content for each version and we load new versions by employee / switch onto the new releases as projects dictate.
I think that you have to have the same Revit Version to avoid any problems and for worksharing and Collaboration .Hardware & Software Versions and Data Segregation must be included in BIM Execution Plan .
