structural tunnels model with variable levels

kindly asking i am working in a project structural concrete tunnels and i want to model with variable levels and a lot of changes to get the accurate quantity survey and to check it with the utilities is the revit the most prepare program for the modeling or there is another program can handle this

i think you need to work with civil 3d or infra works
