Yes it is. For revision 2024 below, you can use 3rd party plug in like Graitec (https://www.graitec.com/Help/PowerPack_for_Revit/En/#t=Split_Rebar.htm)
or SOFiSTiK (https://docs.sofistik.com/2024/en/reinforcement/cmdref/modify/split.html#split)
For revision 2025, it has its default (wait and see the release by April)
At this time it is not possible without an addin such as Naviate/Graitec/CADSRC3D /RebarCAD/etc.
The workaround is to create 12m lengths and use the Rebar Constraints Tool to lock the bar ends both to the Start position (or other bars/references) and edit the Constrain dimensions to suit.
In Revit 2025 now is possible to do exactly that, but has some limitations, See the video below
