I think he means when the called out views and the parent view are on the same sheet, the Sheet number in the call-out is replaced by a "-".
Nope - It is on the same sheet and our standard if the section is on the same sheet number it should be " - " just like a straight line in figure image I attached, not the sheet number , I try to modify the family section, it work but when I open the file again the " - " is missing

You need a different Section View Type, using a different Section head symbol, where the Sheet label is omitted and replaced with a line. You would have to manual select the section lines and change to this type where applicable.
Our AutoCAD convention is the same way but I have convinced the management to abandon it when using Revit.

While select the line you have created is shown Rotate With Section check box as greyed out in properties pallet. How you did that, or have you simply copied the middle line? Also I cant see that option whenever I try to create a line in section mark family.
How to get the option "Rotate With Section" check box for elements which we create.
