Same buildings with multiple location options (alternates) on one site?

I'm working on a project with one building and one water tower. They will be built on what is an existing parking lot and the client will be losing X number of parking spaces. I have both the building and the tower in one model and spatially located to each other as they would be in the real world. After everything was modeled, I was asked to create six different variations of the water tower and I used design options to accomplish that. 

 

But now I'm being asked to move the building and the tower into a different location and in a different orientation on the parking lot so that instead of losing X number of spaces, they only lose Y number of spaces. However, the project manager wants to keep the original location/orientation/six tower option layout as Alterante 1 and this secondary location/orientation/six tower option as Alternate 2 and let the client choose which alternate they prefer.

 

I cannot, for the life of me, figure out how to do this, if it's even possible. Using design options for different features on the tower I understand, but picking up and moving the entire building and tower to a different location on the site while keeping the original... totally lost.

 

Is it even possible to do this?
Do I need to copy the building and the tower and place it in a different location in the current model?
Do I need to link my current model into a new site plan model and make copies of the current model and then use design options to show the two locations?
Do I just need to have individual models for each alternate? 

 

Any suggestions or know how, I'm all ears. I appreciate it. TIA.

It actually quite easy to accomplish. Create tge ware tower as a link, load one instance in each design option and locate where you want.
