I am trying to make an rebar set, that should start from bottom of the arch. And I want to give it a specified length. Due to the reason that it is not vertical, I must constraint both ends to the bottom and then change the length. Unfortunately it will always change the bottom end of the rebar, which I want to be fixed.
How can I change / select, which end of the rebar is fixed, when I change the length from properties window.

It is probably easier to use Edit constrains in the Contextual Tab after selecting the Rebar
This will allow you to see which end you are editing directly in the view and what it is constrained against.
Thanks for your answer, but it doesn't solve the problem. I don't have any perpendicular surface to constraint the ends of the rebars. So the bottom end is constrainted to the bottom of the arch, while top end has to change, so that I will get round length for the rebar. But when I change the length in the properties, it will move the bottom end of the rebar. I have tried so many different ways - with different constraint surface for top end, without constraint for top end and etc.
I think it should be an easy way to do this. In some posts, I have seen that there are constraint locks, but I have seen those only in families.
Its difficult to appreciate what you are Tring to achieve.
If you are cutting and placing in a Planar View, you can get constraints as expects if non-planar then you would use Free-form rebar placement which would also give constraints to Faces.
Could creating a Reference Plane and placing the rebar on this help?
If you created a Set (more than 1 rebar in the range) you have an option to Flip then change back to singular?
I have the constraints for the rebar, but I want to give the rebar a specified length (for current occasion L=3000). When I constraint both ends to the surfaces, the length is 3245, and when I change the length in properties, It will trim from the bottom end, but I would like to trim from the top end. To give the specified length with constraint, it will be a very specific number (currently -0.1368 from the cover of arch top surface or -2.6332 from the cover of the horisontal surface of the bottom of the arch). I hope I have clarified myself better.
I figured out a workaround. I made a perpendicular reference plane 3 meters from the bottom end of the rebar and then edited rebar sketch, which allowed me to align the rebar with the reference plane and gave me an specified length.
Excellent, for more irregular shapes/hosts Reference Planes ensure I am cutting the Host and placing rebar on the same plane
