How do i add the text/number in red?

Place the called out view on a sheet and the view number and sheet number will automatically populate in the callout tag.  You then can renumber the view if need be.

this is another approach

you need to edit the call out head, go to families in project browser then to annotation ,after that right click on call out tag ,edit 

inside the family you can create text shared parameter , where you can fill it manually in project
