Actually they are part of a rebar set.
You can place the bars individually (Layout: Single) OR you can place a set of two bars at the corner if you need those to be of a different length and another set of 3 bars in the middle.
In Revit you can also turn off the first and last bars (by clicking the checkbox marked "hide first/last" bars) and effectively use a set of 5 bars with the first and last turned off.
This allows for easy placement at the stirrup corner, but only counts the 3 bars in the middle.

@Anonymous Those bars in Rebar Set - Layout Rule as fixed number.
For these rebars, This (layout rule) you have to change from fixed number to single. Then manually you need copy the rebar and place the rebar as per the spacing. Like this only you have to do.

The direct answer: You can't.
Instead, you need to place these bars as separate bars to be able to edit them separately.
