Grading a Topo Surface

I am looking at grading a topo surface. I am not sure its possible. I want to grade certain area's of a topo to certain ratios. I.e 1:3 over a certain distance.

Is there an easy way of doing this rather than having to calculate it out?

Ramped building pads?

When you insert a building pad above a topo the area under it is built up, when you insert it below the level of the topo a cut into the topo is created. Building pads can be hidden if required.

You could obviously adjust the points in a topo to achieve the slope but seems easier to add pads i.e. to think of topo surface as representing the natural / pre-existing levels and building pads are how you cut / fill that to enable your development. Then you also get with that via phasing a cut / fill volumes estimation.
