End plate connection disappears when another connection is applied

Can anyone tell me why my trimmed column connection disappears (2) whenever the shear tab connection below (1) is applied? Connection number 2 is a combination of a trimmed column command as well as a plate modeled manually to the end of the trimmed column. Bolts were added last.

Is it safe to assume that connection one is a steel connection unlike the manual connection 2? if thats the case I think that is where the problem comes in. a steel connection from the library overrides the  end conditions/modifiers applied. there are connections in the library that can do what you need at connection 2. cant remember the type of connections but I've used it a ferw times in the past. if both connections are from the steel library this should not happen anymore.
