Encountered a sharing violation while accessing

Hello
I'm trying to import topography points from excel csv file but everytime I import it I get the error message Encountered a sharing violation while accessing the file.

I've tried to make a new project, new excel file and nothing works, disabling the antivirus software is not an option.

I've tried the solutions here in this post and nothing works.

Any other solutions?

I also have the same problem. I tried to remove antivirus but it didn't do any impact.

Open the csv file in notepad, then re save it
