Dimensions are usually centered between the witness lines so added text follows suit. Moving the dimension will add a leader that can be deactivated.
To my knowledge, to do what you're asking can only be done with a work around that is very very tedious.
Type in the text and add spaces with the space bar before the text for "Right justify" or after the text for "Left justify".
