Align command will not align entity to reference

I am trying to align one piece of dimensional lumber to another and after clicking on entity to align to reference nothing happens. Under what conditions will align command not work?

Is it pinned to a reference?

 

Look in the bottom left-hand corner of the Revit screen in the Status Bar do you get any warnings or messages?

I am also not seeing any shape handles and the temporary dimensions are never convenient.

I am not sure if this relates to the issue above as listed in the Autodesk Knowledge Base Article but some process work and other do not but i can repeat the same limitation here, but i would definitely advice against using a level and send the element downwards.

 

I would personally be using the Level Reference at the Header to control the bottom of the Window Head Studs as then if this level changes these member adjust to suit.
