Transfer Project Standards - Switchboard Schedules

I am attempting to Transfer Panel schedules from our template file to a project that we haven't touched in a while to get it updated to our modern standards. The standard panel schedules are having no issue being transferred over, but the switchboard schedules are giving me the "These Project Standards cannot be transferred" error that doesn't explain why it can't be transferred. What would be causing this that I can update/fix, so I don't haft to go and recreate our standard switchboard schedules in this model all over again?

The Project is a R25 cloud model, the template is a R22 non-cloud model that has been detached and upgraded to R25 but isn't a cloud model.

If the above doesn't help, sometimes a project audit can help.   On cloud models, the audit button is in a different place - open revit, browse to the model, and right click on the file name picking "Open and Audit".

I also think I experienced something similar with a cloud model, and a non-cloud file.   If you can save the template to the cloud, or your other file to a local drive and then somehow remerge it, that might be the ticket.
