Tick Size Scale Question. ...again...

OK, so... the thing that works for the cap apparently doesn't work for the union.
I am letting these tick marks be controlled by annotation scale.
I made the tick mark in a cap to be controlled by the nominal diameter and it works perfectly. At a 1/8"=1'-0" scale, the cap tick mark is always 6" wide. Beautiful.
I do EXACTLY the same thing on a union piece (grooved coupling) and a tick mark of 6" somehow equates to 192'-0" at the same project scale of 1/8"=1'-0"
It is as though it is applying a separate scale of 1/32"=1'-0".
How is this happening and how can I stop it? Is there just something inherent to the "union" family that causes a scale factor of 192 to be applied? I checked the manage tab and under family types to see if there was some sort of over scaling that would be applied to model lines and I didn't see anything that seemed to point this direction.
Attached the cap file (which seems to work great) and the coupling file (which is causing the issue).
