I have several duct drops (elbow down) with the "Phase Created" set to existing. Instead of seeing a dashed line for the drop, the line style matches what was selected for existing conditions (solid, center, etc.).
How can I force the use of hidden line styles for drops?

You will have to override the line type by either a View Filter or by overriding the graphics by instance. In order to accomplish the View Filter method, you will have to enter "X" into the Column parameter for each vertical riser, and the create a new View Filter that forces a specified line type to all ducts that have "X" in the Comments field.
Thanks for your reply but...I'm new to Revit and don't quite understand your response.
Can you "dumb it down" a bit?
No problem:
1. Go to a View in which you want to override the duct drops, and go to Visibility/Graphics. (You can just hit "V V")
2. Go to the Filters tab, and click "Edit/New..." at the bottom of the dialog box.
3. Create a new filter, select Ducts from the Categories, and set the filter rules to "Filter By: Comments | Equals | X ". Do not put quotes around the X. Click OK. See image below.
4. Click "Add" and select your filter. Now set the line type for that filter under Projection/Surface Lines. Click OK and close V/G.
5. Select each of the duct drops, and under properties, type X into the Comments field.
