Revit 2019 Worksets are borrowed upon creating new local model

We have 3 users working on the same project. Every time one of us creates a new local from the central model we borrow these same 3 worksets. It prevents the other users from opening the project until the user that opened syncs the model. It takes almost an hour for all of us to be able to start working on the project. Is there any way to have it not borrow worksets upon opening the project? This has totally stalled progress on this project. If it is some rouge element that is causing this, is there a way to find it?

I think the problem may lie in the synch before closing. Check the settings to make sure worksets (and everything else) are relinquished.

All of our users sync and relinquish before closing for the day. As soon as a user opens you can see these same 3 worksets get checked out by the user opening in the morning.

Welp, that's all I got for you. I don't know of any way to take ownership of worksets while opening.

Have you tired auditing the file?

Also, try to detach from central and resave as central.

Yea, I am at a loss too. Yes, we have audited the file, purged unused, and detached and resaved as central.

I would do some very targeted testing. Start with the closing of the file. After the last user synchs, verify that the no worksets are owned. Then have each user individually open the file, check worksets, and close without synching. This may shed some light on the cause.

Before opening the file, click on the drop down on the right side of the OPEN button, you can choose which worksets to open, in very large files, closing most, if not all, will speed up the file opening, but will need to open the worksets to work.
