Pipe Cap rotates on Placement in 3D

I am sure there is a really simple step I am missing, but I have a special pipe cap I created, but when I try to place it in a 3D view it rotates. Placing in a section view works fine, but is there a way to get it to snap in the 3D view? The type I had made before worked, but can't replicate. The main difference between this one and the one I was using before was the orientation of the family.

 

I am using Revit 2018 and 2019.

Reference planes dictate the rotation of family and the type of solid you created, etc.   Extrusion, sweep, revolve. Try to keep them the same.

This comment does not really seem apply to my issue. I understand reference planes and family works correctly except in 3D views.
