I'm currently using the fairly generic Panel Template available in Revit:
I want to be able to populate the Load Name and Load Value for existing loads such as below:
Does anyone know how to do that, generally? I could always create dummy connections, but I'm trying to stop cheating in Revit....

Hello,
AFAIK the load value will be always on the center area and the phase name on the top of the column, but if you can change your display sequence to adjust to what Revit can offer, you can save time.
On the panel schedule template editor you can choose some of the information from the circuits, the column where you have breaker and number of poles, you can do it using combine parameter function.

You are correct. What I'm having trouble with, though, is showing/naming the load if it isn't in my project.

You can assign spares and name them after the existing loads. In earlier versions of Revit you couldn't alter the load on those from the default 0 VA, but beginning with either 2016 or 2017 you can do that as well. I'm not sure if those dummy load values will cascade up the distribution system to the MDP though, I haven't had a need to do it since that capability was introduced.
