I Revit MEP 2022, and Navisworks Manage 2022 (BIM 360); is it possible using both or either of these softwares to set up the project base point for a project I just created? Or this feature only possible using Revit Arch/Struct?

Huh? Revit abandoned the discipline-specific (Architecture, MEP, Structural) versions many many years ago and there is only one Revit with everything (besides LT).  When they had the separation, the MEP version had less sophisticated roof tool etc.

I think there is, or was, a way to change the UI to limit what the user sees to A, MEP, or S. but this is by user's choice (if it is even still possible). But you should be bale to change it back to show "everything".

Revit Version: R2026.5
Hardware: i9 14900K, 64GB, Nvidia RTX 2000 Ada 16GB
Add-ins: ElumTools; Ripple-HVAC; ElectroBIM; Qbitec

In visibility graphics expand the site category and turn on visibility for project base point.
