First of all open both the central model by checking "DETACH FROM CENTRAL" and select the option "DETACH AND DISCARD WORKSET" option while opening the file and save both the files separately. Now you'll be having two separate local file.

Now open a single local file. Link the another file into that open file then select the "BIND" option from ribbon. Now see you linked model became the entity of your present open local file as a group. Then ungroup the model and remove link.

Now you'll be having both of your model into a single model.

You can't... Revit doesn't work this way.

You cant, you create your own central then link two central file and then you create your local from you central. if that makes sense
