Generic Schedule - alter columns and rows

I'm trying to create a generic schedule that replicates a Building Code form. The first row of the form has one column, the second row has 4 columns, the third row has 3, and on and on. How do I make a schedule that has a different number of columns for each row?

You can't.  You can only combined headers, not columns.

Create several schedules, size their columns properly, and place them continuously on the same sheet.
