Detail Items showing outside of Scope Box

We have a project where a detail item family is showing outside of the scope box when printed, but not in the drafting view. Below is a picture of the issue, it was printed in color as a vector, but if it was printed as a raster the elements are hidden like expected and of course everything is lighter. If we were to PDF Export it works as expected as a vector drawing. I have attempted masing and filled regions, which you can actually see below at the bottom, with no change. I have attached the family and would appreciate any other ideas i can try.
