Can we get a fabrication to design in latest Revit versions. viceversa of Design to Fabrcation.

Unfortunately your suggested workflow is not possible at this time, there are currently two options in the Revit Idea Station on this topic:

Convert fabrication elements to design elements and Fabrication Parts to Design Button

I'd suggest voting on those topics - and getting yours peers / colleagues to do the same.
