Circuit Sequencing By Phase

I am trying to have Revit automatically choose circuitry by phase.  As in when circuiting devices, I want Revit to choose Circuit 1 first, then 3, then 5, then 2, then 4, then 6.......etc.

I had thought this could be accomplished by going to MANAGE TAB - SETTINGS PANEL - MEP SETTINGS - ELECTRICAL SETTINGS - GENERAL - CIRCUIT SEQUENCE and setting it to Group by Phase (1,3,5/2,4,6/7,9,11/8,10,12).  This is not working though.  The circuits are still being sequenced in numerical order, (1,2,3,4,5,6,7,8,9,10,11,12.....).  What am I doing wrong?  Am I missing something?

Best you can do is Manage > MEP Settings > Electrical Settings > General > Circuit Sequence > Odd then Even

It won't group by phase, but it will at least let you keep all the circuits from one side of the board going in (mostly) a single direction) to make installation a bit easier.

As a go-around, I have assigned all the even circuits as "SPARE" so that it automatically chooses the odds first.  Then I can go in a remove the spares from the even side once the odd circuits are filled up.

It just seems to me that the "Grouping by Phase" should work as it is implied.  Am I misunderstanding Revit's intention?  If so, what is the purpose of this option?
