I have a sliding window family with parameters to change height, width, frames thickness, number of panels, etc. Everything works fine but the only problem is that when the height of the window is lower than 1.84 meters, the external frame disappears on the plan view; but it is still there on other views (elevations, sections, and 3D).
Height lower than 1.84m
Height of 1.84m or higher
How can I solve this so I can put smaller windows?

This is an issue with the Window Category in Revit and the reason many companies build their windows as Generic Models. It has been a wish list item and has been discussed with the programmers for many years on why this happens.
What is your view range? I changed the height and the frame stayed visible.
@Anonymous: Yes, I know what you are talking about. Frame completely disappears when it is under 6'-0". Don't know why you have it under 6'-0", but this is working as designed. Windows or doors families are actually not cut in the project. Instead they are cut in the family based on the cut plane defined in the Family's plan view.
...forgot to mention: Lower the Cut Plan in the Family, and it'll show the frame when it's below 6'-0" in the Project.
