Why can't I change the dimension of my walls relatively?

I have built four walls and wanted to change the spacing between these walls. But I can't, can someone explain in a very basic manner what I am doing wrong? <find attached video>

Reveal constraints and see if the walls are locked to the gridlines.

You have overlapping Temporary Dimensions.  You sure you are changing the right one?  Making Permanent Dimensions might make it easier.  

...You do realize that you have horizontal Permanent Dimensions at the top?  And, that one is an Equality Constraint?

I would suggest deleting all dimensions, unconstraint walls and start fresh. it will work.
