Why aren't previous threads not bumping to top of "All"?

The forum has been redesigned and when I add posts to older threads, the thread is not showing up under "All" tab in the forum. Curious if this thread will appear in it as well.

I don't see why I should provide evidence of it working but, while trying to do so, I discovered that that thread seems to be behaving differently than other threads.

I'm pretty sure it's not by design if threads are acting differently. In this example the thread the OP is referring to does not move to the top of the list when I respond but other threads do. I don't use the term loosely but it sounds like a bug.
