Where is the Create Form tool?

A book I am reading says to draw a spline, then it says to select it, then use the Create Form > Solid Form tool.

Where is this?

again , you make a confusion ...you are in Component Model in Place ...for what is described there is about Massing and Site >Conceptual Mass>In Place Mass - here you have the option Create Form...

1- Component Model In Place

and 

2. Conceptual Mass

as I said before , you have to use Conceptual Mass... What is in your screenshot is Component Model in Place Editor.....

I clicked on In-Place Mass under Conceptual Mass in the Massing and Site tab.  Still no luck.

1. Click Massing & Site
2. Click In-Place MAss <--- you stopped here (5 more steps to go)
3. Enter a name for the mass and click ok
4. Use the tools to draw your spline
5. once done click escape x2
6. Select the spline
7. then look at the ribbon >>> slect create Form
