To answer your question fully:
When working with a central file, you don't really have that file open. You are working on a copy of the central model.
Saving the model only updates your local file. Synchronizing saves your changes back to the central model and updates your local file with changes that have been synchronized since your last synch.allowing other users to see what you have done.
