You've raised the View Range bottom and view depth to be 5" above the level for the upper floor so the wall isn't "seen". The View Range needs to cut and have an overall depth that will permit Revit to "see" a wall that doesn't really extend up into the next level. A plan region is design to permit altering the view range in discrete locations such as clerestory windows for example. The wall might show up if you view range was simply set to the zero instead of 5". If you want to see features in the room below you'd need to change the view depth to be the level below or offset negatively enough to allow Revit's view to "show/see" it.
