Does anyone know how to connect these two walls it appears that it is not connecting because the bottom of the walls is different?

They should still join, play with Wall Join tool.  Worst case, disallow join stretch them to meet and use Join geometry.

Are they using Base/Top Extensions?  Try using Wall Join Tool and changing join condition to Miter.
