Views with identical properties, only one appears on key plan

Both are set to display at scales coarser than the key plan. The key plan (and its independents) uses a filter to only show view markers that are on the given sheet. It is showing multiple sections as intended on other sheets but on this sheet, I can only see one of two sections that should appear. Nothing is shown when I reveal hidden.

I recreated these using duplicated views rather than dependents when I remembered I need to apply different filters to each view. Still having the issue where only 1 of 2 sections appears on the affected key plan.

Check [Hide at scale coarser than] parameter of the section views.

When I place a new view on the sheet, it appears on the legend without issue. It's just the existing section that doesn't want to appear, even when I duplicate the view and try placing it again:

Ah.. it appears when I drag the view extents up. Is there a way to do this without unnecessarily extending the view extents?

Solved by extending view depth to unlimited and making other changes in view template to hide stuff on the ground that appears now.
