using Underlay feature for linked models-2019

i am trying to get the underlay to show up for the linked models in my model. once they show up i will use the Linework tool to trace over the roof lines.

Why don't you set Link in View to by By Linked View and pick a Link View, or just Lower the Bottom View Range and Halftone the Link temporarily.

Temporarily raise the view range to show the linked roof, do your linework, then reset the view range.
