Using Export in Background output is sometimes raster even when vector output is selected. The output is vector when the Background processing is turned off, so that's proof there was no reason to convert it to raster. The annoying thing is that there was no warning or error message afterwards to tell you that raster was used when vector output was selected. If that's a bug, it needs to get fixed. If it's product restriction, it definitely needs a warning feedback message.
