I recommend you copy that file to a different location, edit it, and save it there. Then, copy the edited file to the original location to replace the old one.
But if you really want to edit that file directly, you need to go to the Windows file browser, right-click the file, and choose properties from the context menu.
In the security tab, select your user name, then click edit to edit the file permission.
Allow full control, then click OK.

I figured it out before the post. that's what i did. 🙂
Plus I had a second window open that I didnt know about.
