Underlay settings

I am working on a multi story apartment building. The kitchens and bathrooms are links. When I work on a floor plan and underlay another floorplan the bathrooms and kitchens are not visible. Is there a way to make these visible?

In the VG of the current view, under the Revit Links tab, select the links that are not showing up, and use these two settings: underlay, and by linked view.

This does get the link to show in the underlay, now the links of every level show up not only the one I set the underlay to and when I set the underlay to none they still show?

If you have multiple instances of the link, then you need to apply the settings to the proper instance of the link, in each view. As in this example:
