Underlay seems to be missing linked file

I should see this

This is a roof plan and I am trying to show units below.

 

When I adjust the view range in conjunction with the underlay, it still doesn't come through correctly. Do I need to adjust the view range parameters?

Set Link to a named By Linked View under VGOs.

Hmm.. It's only showing the attached detail groups..

Is is a Link within a Link? Set the Nested Link to Attachment.

Not a nested link.

 

When I adjust the view range, more attached detail groups come through, but none of the walls.
