unable to use dimension tool on boundary lines

i am unable to use the dimension tool when trying to measure the distance between boundary line and a building(or any line)  as the dimension tool is unable to select the boundary line . How can this be worked??

Boundary line of what? 

BTW: there are selection restrictors that you can "turn on" based on condition of element (e.g. Pinned, Underlay).

Huh???  Can you post the file? And make the Starting View the View you are in when this phenom happens.

if the selected Property Line is parallel with your Wall, Line , etc ,then you will be able to select the Wall (Line) first , and then the Property Line. If they are not parallel then you will wave to select ,first the Property Line and then an End Point on the Wall or Line , in order to put dimensions.
