Level not showing in project browser

Level 3 in this project is not showing in the project browser floor plan and i cannot assign any floors or elements on this level too .. Also why is the level marker of the level 3  black while the other two visible level lines are blue

The black color indicates you have not created any (floor plan/ceiling plan) views for that level.

Create the floor/ceiling plan in View > Plan Views

Project browser shows views, not levels. Create a floor plan from the level via View many then you will see the view.
