Unable to manipulate a floor

I have attached a picture in reference to my problem. 

I am unable to manipulate my crawlspace as shown in the attached picture. I have tinkered with the View Range feature on the Properties tab but to no avail. I need to be able to play around with my crawl space, does anyone know what is going on?

It is unclear exactly to what you are trying to achieve?

Your Crawlspace has a Level so can be opened and worked on.  I note you have underlay set to look down if you want to work on this level this should be set to none.  If you want to see the Floor above this should be Look Up.

In the View Range just set it to the Level you are on and the one above and the cut plane in-between to ensure you are working within that range.

If you could clarify further hopefully i can offer more guidance.

Since you have underlay turn on, you won't be able to pick the floor and modify the floor from above or below. I would  use 3d view and change the floor there.

I am trying to pick up and drag my walls. I cannot do this because it is not letting me select the wall.

If you hover over a Wall Edge and press the TAB key can you cycle though and select the walls?

Underlay won't let you select anything.
