Trouble with Revit Family Layer Draw Order

Hello,

I am having trouble with a revit family tag. 

I'm trying to make a riser tag that has a White circle. I would like the circle to have a letter on top and a number on the bottom separated by a line. 

I can get it to work with a transparent circle, but not when I add a fill to a circle region. The line disappears.

I have attached the Revit family file. Please let me know if I should also add the project I am working on.

Create 2 semi-circle fill or masking regions instead of 1 circle one.
