top of stair railing is horizontal at 2nd from top step

I recently switched from Revit LT 2017 to 2019. The railing tool when hosted to a stair automatically puts in a horizontal section of rail at what the program incorrectly thinks is the top of the stair. In cases where I use the floor structure as the top landing, the top of the stair component is one riser down from the top of the stair. This doesn't happen in Revit LT 2017. I'm not sure how to get the program to stop assuming it knows where the top of my stair is. Any suggestions?

That happens when you don't end the run with a Riser.  Tick that box then the rail will be fixed, with some side effect, of course.
