Titleblock family-problems with line array parameter

Hello guys,

 

I have a problem with array parameter. I want to have titleblock family with different paper sizes with small lines around whole perimeter of paper for easier printing and folding. I want it to be parametric so the paper can be any size and the folding lines will create automatically. 
It kinda works, but when I set paper size at excat number of the folding line (or around the size of the A4 paper) (e.g. height 297 mm and the line should be at 297 mm it report an error (in formula I have this "if(and(Paper height < 891 mm, Paper height > 594 mm), 3, Paper height / 297 mm)". Im pretty lost in what I should change in the formula.
Does somebody went over this problem too? Do you have some tips how to do it easier? Thanks in advance. 
I attached the title block family so it can be more clear what I did.

You could use visibility parameters to show or not show those marks.
You can make the fold lines of larger planes larger too for example.

This could be also the way to go, but we dont have strictly defined paper sizes, we make own sizes which could be printed withou unecessary cutting. Usually one side of the paper is the size of the roll, the other is free, so i wanted to make the folding lines parametric.
But I will think it through if your soulution could be better for our case. Thank you.
