I am trying to align the direction of text along the dimension. How can edit the direction of text along with the dimension?

Did you try the Read Convention Property Parameter of the Dimension Type?

I am trying to change the read conversion for the text box (the dimension of pipe indicated in the screenshot above). Is there any existing command or parameter for textboxes?

Select Text and uncheck "Keep Readable" in the Properties.
