Why does tab select ignore floors? 

Even if I have a floor hover selected if I tab it won't select the floor right in view.

Enable Face Selection If not, you need to tab over the edge of a floor in order to select it.

The issue is that the edge of the floor is often under the wall. 

In any case, select by face is likely the best option.
