Stair landings

Why can't I have these Landings as runs? I need them to have different height.

They look correct though. 3 runs ending with a tread at the 3 square landings. 

...do you really need the middle landings staggered by one riser height?

Change the runs to End with Riser.

...or change the bottom run to end with riser and get rid the tiered landing condition.
