is it possible to use a share parameter to create a spot level on elevation view and share it in area schedule to determine the overall relative elevation of the building (within the schedule)?

You need to expound a bit on your question. I cannot connect the dots between Shared Parameter, Spot Elevation, Elevation View, Area Schedule and "overall relative elevation of the building".

let me rephrase it in here:
1. I am working on an area schedule and try to integrate some of the building regulation with formulas.
2. There is a regulation stating: if there are two underground car parks in the basement level, the car park in ground level can be exempted from GFA calculation, if not, the car park in ground level is GFA accountable.
3. In this case, i was thinking to extract the spot elevation from elevation view and tell the area schedule which level determine as underground /above ground level , however, they didn’t have this option and i turned to an idea to create my own spot elevation and shared it with the schedule (but failed)
4. I also think about creating a yes/no parameter to tell the schedule if it is underground or above ground manually…. but it requires extra steps to click on it and i put it as a last resort.
5. As i am working on a Hugh area schedule including different kind of calculations and formulas, sorting and grouping with level is not an option to me.
In this case, i am thinking the best way is to create a shared parameter that allows me to extract the elevation spot data from elevation and i can create constraint to build up the formulas as needed,

You are misunderstanding shared parameters. They are for sharing information between elements and their tags, not between elements in different category altogether.
Use a checkbox instead.
